As a Facility Consultant for the Head Start Program. Scott brings extensive Head Start experience and construction background to assist grantees in navigating all aspects of facilities. His invaluable experience from consulting and training OHS federal staff to expediting funding requests and compliance with all federal regulations is key to getting it right the first time. (See Services)

Previously, Scott provided capacity building and training as a consultant to the Office of Head Start on all aspects of facilities including facility planning and funding applications (1303s), new construction and major remodels, federal interest, facility assessments, SF-429s, deviations and dispositions. 

Additionally, Scott has provided construction risk management consulting. Clients have included banks and private investors. Services involved construction progress monitoring, pre-construction planning, budgets, scheduling, procurement and project close-out. Projects have included new construction of large urban hotels, pre-schools, surgery centers, restaurants, warehouse and flex space.

For over 35 years Scott was also a Real Estate Developer and General Contractor.  Expertise includes construction and development of many types of commercial and residential projects. working with Lending Institutions, Architects and Engineers, Building and Zoning departments, Army Corps of Engineers, Environmental Protection Agency (EPA) and local county commissioners and other governing boards.
